Proposed New Licensure Model

NPSE has advocated changing the licensure process for becoming a professional engineer. Under the model shown to the right, an individual, upon granting from an ABET accredited engineering college would take the fundamental exam. Upon passage, they would then be a "registered engineer." After four years of experience they could sit for a "professional" exam (ethics, law rules, regulations). Upon passage of this exam, they would be a licensed professional engineer.

Question: Is the teaching of advanced level engineering courses (design courses) the practice of enginnering?

Under current Iowa law, no professor is required to be a licensed professional engineer. However, the state licensing board is considering expanding the definition of the practice of engineering to include the teaching of certain design level courses.

Would you support a procedure whereby professors meeting a specified level of education and a specified number or year of teaching would be "grandfathered" in much the same way the first licensed engineers were when the state's license law was first implemented?
