| Teaching engineering design is not the practice of engineering. I have done both. It is desirable that an engineering teacher be a competent, licensed engineer, but the act of doing the teaching is not at all like the doing of engineering. The teacher's task is not to design, but to help students learn the process of design. Unless the students' classwork is to be conveyed to a client as being engineering work, the teacher does not bear the ehtical, legal, and professional responsibility for the class work, It would be a grave mistake to license teachers, however skilled, on the basis of their pedagogical skills instead of their demonstrated ethical and professional capabilities for doing engineering work in a real engineering environment.
