What Does Professional Engineer Actually Mean?

The reason I ask this question.... I had fire in my house. We asked for a structural engineer to come in and make a determination on one of our walls as it is now starting to bow, (due to what we believe was from the water dumped into it) Anyway, of course, the insurance company said they would pick out who they were going to have come out. I askd for a copy of his certification and he is listed as just a PE. Can they come in and make a structural judgement on the house?????
